A young woman living in a New York City apartment block witnesses a violent attack on a neighbour but, paralysed by fear and self-doubt, fails to intervene or call for help. The film draws on the real-life 1964 murder of Kitty Genovese, exploring how a community of bystanders each found reasons to look away. Through interconnected vignettes, it examines the personal circumstances and moral failures of the various neighbours who chose silence over action.
