A brash, self-serving southern Italian criminal named Cetto La Qualunque returns from exile to stand for local political office, running a shamelessly corrupt campaign built on bribery, vulgarity and bare-faced populism. The film satirises Italian political culture through his outrageous and shameless pursuit of power at any cost. Despite — or perhaps because of — his complete moral bankruptcy, he proves surprisingly effective at winning over voters.
